The space used is minimal, and the bandwidth is only used when someone
needs the document. 

Here is my take on it: there may only be a few people who need the
information, and their lives will be made easier by having the
information. It costs nothing to keep the document.

Everybody who finds the fact that this information is available on the
website annoying, say 'Aye'. ;) Personally, I vote to keep it.
