The best way is to create Arabic version of file

http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/docbook/gentext/locale/en.xml

and send it as a patch to DocBook project on SourceForge. From this file
are generated localizations for DSSSL and XSL stylesheets. For DSSSL
stylesheets you should also make arabic version of 

http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/docbook/dsssl/common/dbl1en.dsl

Where are defined other subtle things related to localization. 

But I'm not sure wheter Jade and JadeTeX support right-to-left text, so
if it is possible to get printed version of Arabic documentation.
