If you want the manual to be buildable, you HAVE to change the reference in bzip2.xml from bzip2 to bz2. I do not remember, if configure --with-bzip2 was valid at any time, but at least it now seems to be depreceated. So please change this. It's at least now --with-bz2 and this is necessary since Mark & Co changed the install.xml.
