I don't know, but I don't get the error:

<?php
error_reporting(E_ALL);

$fp = fopen('/etc/passwd', 'r');

while (!feof($fp)) {
    echo fgets($fp);
}

fclose($fp);
?>

...and in CVS we find:

I don't know why you're getting errors.
