AFAIK the non configure and non ini related stuff can already be moved to phpdoc/install/* if noone argues, and it seems to be the **final** place for them, and so translators can start working on them. Configure and ini stuff files is a different thing, we need to wait for the "by extension split" of the functions part, and the reference dir to appear for all reference material, and so we can move those files there, and modify the contents and markup according to the new XML environment...
