This is correct. The manual build system fall back to the english file only
if the localized file does not exist at all, it is unable to tell if a file
is so outdated that the en version should be used instead.
The new build system by Hartmut will have an XML file for each function
(codename "bananasplit"), so we will no more have the problem you are
reporting.
