How about modifying PHP_INI_ALL to PHP_INI_SYSTEM|PHP_INI_PER as yes it's a white lie but it's less confusing. I'd prefer this over the <note>.
For example, magic_quotes_gpc is listed this way as imho reflecting behavior is what's important here.
