As you said before they are redundant if placed in each and every translation/extension. But i'm not in a position to fix or find a solution for this. If I get the meaning of a previous message by Hartmut he said that he will, in the future, move the generation of every functions.xml file to the build script, so basically we will get rid of those files in the various directories and they will be created at "compile time".
