Bug description:  What version is the Command Line Interface operational?

Hi,
I know this is a lame question but I'm trying to determine whether I can
build and run a PHP command line script via CRON on a shared server
running Linux 6.0, Apache 1.3 and PHP 4.1.2    

The documentation indicates "the CLI SAPI was released for the first time
with PHP 4.2.0, but was experimental.  Since PHP 4.3.0 the CLI SAPI is
therefore always built and installed as the php binary." (ref

I'm confused because it appears there is no version 4.3.0 available on the
downloads page. It also appears that bugs are being reported on CLI as
early as version 4.0.6 (ref bug 12300).   

Is the full function (i.e. non-experiemental) version of the CLI available
in PHP 4.1.2?
