OK, so I've put the files under en/chapters and added &chapters.streams;
on the line after the zend toc in manual.xml.in.
I'm just testing my doc build before I add and commit.

Now, I've got a little patch for phpdoc which allows you to specify
(using a configure option: --with-htmlcss=URL), a CSS file to include
in the generated HTML: the patch is inlined below; if there are no
objections, can I commit it?
