These are unicode chars, see http://www.unicode.org/

BTW the best would be not to modify those files, but find out how to
write a customization layer for languages. They probably use external
entitys so we can do something about it. It would not be too nice to
modify those sheets... We can customize them which will lead us to
the same result I hope.

But first of all you should create a correct version of that file
yourself locally, and then we can see how to include this in phpdoc
(and then you should send that file to Norm too to be sure that this
language support will be correct worldwide).
