I'm still not really clear on what you're trying to say with the changes that you made.
I would start with "This extension requires ____" and fill in the blank (to maintain consistency with the other elements.) Try to answer the following questions with your explanation: -- If I already have PHP installed, will this be automatically available? (If the answer is "It depends," outline a few specific scenarios.) -- Do I need to reinstall PHP with specific options to use this extension? If you can do that without being too technical ("external libraries" is the specific phrase that I am concerned with), then I'll stop pestering you about this. ;) I agree that the other one was misleading; I agree that yours is better; now we must focus on how to best state the requirements from a user's perspective.
