Sorry for the belated reply,
In fact the working in the PHP Arabic Version is moving so slow although there're a lot of volunteered.  And the reason is that most of those who volunteered have no experience about XML nor CVS and so we've formed a discussion forum for this matter and we've decided to create an arabic easy-to-use system which allow those who don't have enough experience with XML and/or CVS to start working in translation. The beta system is already done and we're developing it to the final version in aprox. one or two weeks.
About the CVS Requests: I've encouraged those who want to join the translation team to signup for a CVS account after reading the Documentation HOWTO but it seems that they don't success understanding it. So I suggest not accepting new CVS Requests currently.
