It means that someone put that there when they shouldn't have. When these docs were written this function was only available in CVS. In otherwords, it wasn't available outside the PHP4 source tree or in any current PHP distribution. Until PHP 4.2.0 that is.
I just deleted this note and did a minor update of the ftp_close docs. Information on when a function became available in PHP is autogenerated within each function.
