Verified, changing this to a documentation problem.

It's only available if PHP's mysql extension is build
against mysql 4 client libs..which is not the case for win32
binaries, AFAIK. (the bundled mysql libs are 3.23.49)

This bug has been fixed in CVS.

In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
 
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.

In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.

it's still in. Please follow the link mentioned above. There you'll
find this passage:

The client_flags parameter can be a combination of the constants
MYSQL_CLIENT_SSL, MYSQL_CLIENT_COMPRESS, MYSQL_CLIENT_IGNORE_SPACE or
MYSQL_CLIENT_INTERACTIVE.
