IMHO, this is not necessary considing the online viewable manual is available. Why confuse people by offering two manuals with the same data on the web site? If Windows users want to download the CHM file, it's readily available. Offering a CHM type manual via the web doesn't seem to have any benefits to me -- just yet another thing to maintain and build...
