any concerns about moving security.xml to appendices? The complete install.* files will probably move to their own install chapter and security.xml will be a bit lost in "Getting started" (see http://marc.theaimsgroup.com/?l=phpdoc&m=105431419829611&w=2) therefore appendices seems to be a proper place for security.xml.
If there are no votes against, I would like to ask systems@ to move security.xml to /appendices in CVS for every trans and also to move the user notes.
I think it should belong outside "Getting Started", but it should also be more visible than an appendix. Why not add it as a 'part' under the main 'book' so that it is on the same level as "Features"?

If it won't get splitted, then it can go do phpdoc/en/ directly IMHO. But we will probably need to split that too in the future, and add even more security content, so a 'security' subdir is acceptable IMHO...
