any concerns about moving security.xml to appendices?
The complete install.* files will probably move to their own install
chapter and security.xml will be a bit lost in "Getting started" (see
http://marc.theaimsgroup.com/?l=phpdoc&m=105431419829611&w=2)
therefore appendices seems to be a proper place for security.xml.

If there are no votes against, I would like to ask systems@ to move
security.xml to /appendices in CVS for every trans and also to move the
user notes.

I think it should belong outside "Getting Started", but it should also be more visible than an appendix. Why not add it as a 'part' under the main 'book' so that it is on the same level as "Features"?

Fine for me. What physical directory? security?

If it won't get splitted, then it can go do phpdoc/en/ directly IMHO. But we will probably need to split that too in the future, and add even more security content, so a 'security' subdir is acceptable IMHO...
