This function is available as of PHP 4.3.0... not before. And only available with the bundled GD, and your server does not use the bundled GD. Marking this as a DOC bug to document which image functions require the bundled GD. We should use an entity for this. The manual says it's just supported up to 4.3.0 but I tried the same code on another server using 4.3.2 and it works. Is it a bug or is there an alternative way of rotating an image in 4.3.1? My site is hosted, and my host won't help me out.
