I needed info on how to use is_callable, found it undocumented, so I
wrote up something based on messages I found on php-dev. It is in the
user notes on the manual page.

  http://www.php.net/manual/en/function.is-callable.php

When moving it into the documentation, please change the syntax_check
setting on the second example to false. Since that value has nothing
to do with simple variable vs. method they should probably be the same
in both examples, and false it the better choice.

Thanks!
