Hm, I was actually confused with the reference you used to the security 
chapter. It is actually the security *part*, which explains the problem, 
as parts are hardcoded into the CHM builder. I have added support for 
the security part, so further builds will have it correctly hopefully.

The "general" CHM version, not extended one.
I found same problem in both English and Chinese CHM manual.  I suppose it's
in all languages.

TOC, it's Part III and Chapter 15.  However, in the CHM version of PHP
Manual, there's no "Security" in the left panel.  Should this be fixed?
