I would like to translate in Romanian some of the PHP docs. How should I proceed?

There already is a Romanian translation effort, you should join that group. I don't think there is a real 'leader', so you should check one of the five people with a CVS account (they are the ones that can change the files on the central PHP server.

They co-ordinate the Romanian Translation effort, so you can contact them and ask how to join them.
