What if we would provide the quickref as a flash file available on all pages (at the top above the menu or just on manual pages at the top of the sidebar)?

I'm a little scared of having SWF's on php.net, IMHO it will be better to find another (totally free) alternative. I really think this can be done with JavaScript so they won't be any need for a special plugin and more users will have the benefit of this add-on.
I agree here, putting up SWF on php.net will make it less accessible.
I thought it was clear that this would be a *new navigation option* and would not replace anything already existing...
