I have installed PHP4.3.3 with --with-mysql=/usr/local/mysql and MySQL 3.23.58 with --with-extra-charset=complex on Linux. In my.cnf section [mysqld] I added default-character-set = german1. Then I got nearly the same error message. After adding default-character-set=german1 in my.cnf section [client] the error message doesn't appear anymore.
