Seems to be fine with me. The URLs need to be shorter and more clear IMHO. It would be nice to set up a 404 handler on master.php.net, so we would be able to do tricks there for these kind of URLs. I don't think that it would be a good idea to abuse the PHP.net shortcut namespace for these shortcuts.
+1 on this.
IMHO, the 404 should not only handle the notes part but also stuff like users, mirrors, etc. But this is out of topic for the moment :)
