I'm using cygwin with exactly the same configuration as you, but mine is working! Try to update cygwin &cvs to latest versions (using setup.exe from cygwin.com)

Both are the latest versions, or they are to my knowledge. cygwin - 1.5.5-1 cvs - 1.11.6-3
I've also tried reinstalling cvs.
