At http://www.php.net/manual/en/function.ini-set.php, post_max_size is listed as PHP_INI_SYSTEM. Does PHP_INI_SYSTEM (4) include PHP_INI_PERDIR (2)? Because I can set post_max_size in my .htaccess files as well.
