I've left the DOM connection undocumented for the most part, as DOM isn't documented yet... Any objections to this going in?
Seems to be fine for a start, but functions.xml will be generated on the fly, so it should not be comitted. Also is it not generally needed to create a separate configure.xml and constants.xml in case there would not be much content in them.....
I'm -1 for putting a link inside <refpurpose>
