That's due to a bug in dsssl version of the docbook stylesheet. Please
wait until a full-featured xsl version of the chm edition.

I am referring to the Japanese Edition.
It is the following file.
http://www.php.net/distributions/manual/php_manual_ja.chm

Which edition of the manual are you referring to?
Sounds like a problem of Japanese one..

For example, if HTML page encoding is UTF-8,
It is necessary to write the following tag
prior to the other tag
which include multi-byte characters.

<META HTTP-EQUIV="Content-type"
CONTENT="text/html; charset=UTF-8">

However, the HTML help file
distributed by php.net is not filling it,
and it has the page which cannot be displayed.
