I never told that :) The original idea was to use &php; for <literal>PHP</literal>, and it was just an example used by Damien [1]
to propose some more entities to the English manual.
Now, after this discussion, I feel like the <literal> (or product) tag is not really needed and that it also make the titles ugly :) [2].
The real discussion is more generic and is about adding more entities in phpdoc. Damien is using a set of entities for the French documentation and (imho) some of them are really needed, for example &ini.table.top; that is the <thead> of any ini.xml reference file. But since you're working the ini sections, let's forget about this for the moment, I'm sure you'll use some well chosed entities ;)
