Did you take a look at my patch that does the same thing. I think it's better than this as it downloads the file directly from a mirror.

I don't think that the TOKEN based approach should be ditched. This whole user note stuff generation is just a question for the testing period, since later all the pregenerated sqlite databases will be pushed down with rsync to all mirrors, so the db generation will only take place at one location. The the big user note file will be ditched, so the token based approach will be the only method to get the notes (plus rsync of course).
