Some comments:

I've understood this as "here is a branch of new CHM manual
building process which is under development". I still think that it is
still possible to interpret this sentence in this way. =)

"as process is under development, README is old and will not be
included in HOWTO yet"

Self-explanative. =)  If it is CVS for xCHM, then it would be
logically correct to include link to xCHM in headers.

Build system of the new CHMs. Not xCHM, but some "new" CHMs.
The link http://php.net/docs... just too familiar to follow
and leads to the same site.. Confusing after I've
misinterpreted chm/ dir.
