Bug description:  Error Values for File Uploads not documented

Description:

When uploading an empty file using PHP 5, it sets the value of the error
to 5. The page in the manual that tells you what these error values
correspond to doesn't reference the value 5 at all
(http://php.net/manual/en/features.file-upload.errors.php). I expected it
to say 5, with the corresponding constant definition, and an explanation
of the error.
