First up, we need a notes refsect1.
I redid the empty() manual page today, and decided that we definitely need a "Notes" section for things that just don't fit anywhere else.

Is there any opposition to creating this?
I'm not sure where I'd incorporate the notes on pages like stream_select (vast number of warnings/notes/cautions) either.
Seems like a good addition.
Secondly, Are there any problems with changing the <part id="langref"> to <part id="language"> in manual.xml.in? It makes sense, as all the children sections are prefixed with "language." and not "langref.". If this is done, a patch for errors.php should be included too.
The real question is if that introduces any backwards compatibility problems. Like the old CHM builder is dependant on these part ids, and livedocs also used to, I don't know if it is still, though.
