I don't use windows, so I can't help you with tortoise CVS... but I'm pretty sure there are other people here that use it. Can you please respond?
I use windows, but I've never used tortoiseCVS. This error seems to be an error in this program, so I can only advise you to use cygwin and its cvs client.
