AFAIK, the first step to join a translation team is submitting patches to the group, and later request the CVS account.
I made this mistake because of these documents and this one http://phpdoc.linux-es.org/colaborar.php (Spanish). :)
The spanish translation team already knows about the spanish document I'm talking about, but I think the documentation team doesn't (I'm not sure).
