As our documentation howto [1] says, you should apply for a CVS account on the php.net CVS account request form (not via email). Noone else has the privileges to give you a cvs account outside of the PHP Group. Also since there is theoretically an existing Turkish PHP Manual translation team [2], you should try and join them by contacting [EMAIL PROTECTED] or if that fails, by contacting the most active previous translator.
