[PHP-DOC] Managing doc comments

Hi,

I'd like to go over all the ext/pgsql doc comments and remove many 
obsolete ones and merge any useful ones into the XML docs.  How do I go 
about removing comments?

ps. I'm a current committer on the xml docs and ext/pgsql.
