Having each mirror contain different information that we can't keep track of centrally would be way too messy. We can't have local mirror maintainers put ads or other inappropriate content up on php.net and have it go undetected until someone complains because we don't speak Armenian. We have the calendar sidebar on the right for such local announcements and they don't need to be in English.
The project like this system can turn out very complex and without developers it will not be available anytime soon (see livedocs for example of idea and good, but unwieldy code). Seems like PHP.NET need more full-time support/developers as much as abandoned zend php-collaboration project.
I am really not looking to turn this into a big wiki or some random php news site. www.php.net is a slow-moving site containing information about PHP. There are plenty of forums, wikis, and day-to-day news sites out there that covers that space.
