Usually we use english in this list (PHP-DOC), so I am
going to use that language.

And really you should've contacted the email address
listed in the manual for these purposes:

     [EMAIL PROTECTED]

What I am saying below does not mean you should not
contact the licensing team. You must do it.

In general, people can re-publish the manual (and/or
its translations), under the conditions of its
Copyright and License:

http://www.php.net/manual/en/copyright.php

You cannot omit the authors/editors, nor hide the
original source where you got the manual, and other
things set forth in the license. These problems have
happened before with other sites republishing the PHP
Manual, that is why I mention those points here.
