I also agree, but we need to create a new section for it in the manual.
Maybe create a new appendix about upgrading between minor releases or
something like that.

Yes, IMHO it is a good idea to have this information in the manual.
In the actual case, we have a document already written, which does not
belong to the php.net pages collection. It should go to the manual,
possibly translated, user commented, interlinked, etc. It simply does not
have a life on php.net as a static page.
This might be a good starting point for such a section.

It sounds like a good idea. If done, we would create them for 4.4, 5.1,
and 5.2. Although it would take a decent amount of work, they would be
valuable to the community. And to be clear, I'm referring to x.Y.z
releases (Y).
