Bug description:  Bad encoding declaration

>From page http://www.php.net/download-docs.php I downloaded file
php_manual_cs.tar.gz. In HTML files is coded in UTF-8, but in head section
is declaration "CONTENT="text/html; charset=ISO-8859-2". That's why browser
uses bad charset.
