Log:
New extension that is part of Unicode and PHP 6.
A couple of functions/files were renamed/moved from ref.unicode to here
* i18n-loc-get-default.xml --> locale-get-default.xml
* i18n-loc-set-default.xml --> locale-set-default.xml
