Bug description: cgi.fix_pathinfo is PHP_INI_SYSTEM manual says PHP_INI_ALL

PHP documentation says cgi.fix_pathinfo is PHP_INI_ALL, however the code
says it is PHP_INI_SYSTEM
Either the manual is wrong or there is a bug in the code ;)
Reproduce code:

var_dump(ini_set('cgi.fix_pathinfo',1));
Expected result:
----------------
either the old value displayed or the manual fixed ;)
Actual result:
--------------
bool(false) and script not doing what the manual says it should . :-)
