I wanted to introduce myself (Ron Korving, howdy) as dutch PHP manual
translator and provide a first patch for the dutch translation. They're a
lot of fixes of typos, a lot of fixes in the language directory and a
completely rewritten basic-syntax.xml which is now synched with the English
version.

There's a lot of work to be done on the dutch translation and nobody doing it right now. It's completely unmaintained but I'm willing to change that. You can expect a lot more updates from me in the near future. I hope anyone
is willing to review and commit my patch and I'd love some feedback if
something is wrong with it. I have tested it with "make test" and "make
test_xml" and I have generated the HTML output to confirm correctness.

Nice, this is good news! Do note that the entire translation system is being reevaluated currently and Masahiro is working on a proposal that deals with this topic. And at this point don't worry about any of the owner information and simply update files that most need updating. Please apply for a CVS account... the patch looks good and welcome to the party :)
