It's easy to say "credit everyone" but implementing this in a fair,
manageable, and positive way is nearly impossible. But on my official
new editors todo list is to discuss and propose good ideas because
our current situation is indeed problematic. We do discuss it from
time to time but it's a tough and large topic that won't be solved
overnight. But that's not being discussed in this thread so let's
move on.
The removed text in those PDO docs did not follow the guidelines so
it was a bug. Nowhere else does text exist like this so what makes
the PDO HOWTO so special? If a person and/or company absolutely
insists on inserting copyright/author information into a file then
they need not commit it to the phpdoc CVS module because nobody
deserves special treatment or owns certain text in the manual. The
original commit for this did not include author or copyright specific
XML markup but that was incorrectly added later. Bill and Rick have
now appropriately been added to the contributors list, a list that
Wez is already on. The original commented copyright information
remains in the source and will stay there but in the future such
copyrighted information should not be added to the PHP manual. I hope
this pleases all parties and hope the reasons are clear and
understandable.

As for community needs, nobody in the community needs these authors
names removed from the text, but on the other hand, the community does
need documentation. There was nothing wrong with putting correct
attribution in the text, so there is no reason to remove it now.

PS: As a general rule of thumb, never remove any attribution,
license or
copyright information from a file unless you are 100% certain
that it no
longer applies.
