Right, these are vim folding markers.
These markers are nothing you need to worry about (you can remove them
or keep them if you want).
We wont be doing pure 'add/remove folding markers' commits, we try to
think more about translators than that :) (which brings up the
'revision attribute' discussion...)
It is silly that we need to sneak in non-content changes with real
changes so we don't mess up the "EN-Revision" tags and translators
need to bump "EN-Revision" without any changes at all.
We really should be considering alternatives ways for this.
