the .de translation is in status "2." right now,
i caught up with all extensions causing duplicate
id validation errors so far and will now continue
to handle the extensions where the reference.xml
split did not affect the XML validation.

There are some other minor validation issues due
to safe-mode.xml being pretty much out of date so
that it does not include some section ids yet that
other files refer to, but that is a different story ...

i'm still testing with good old

  $ cd phpdoc-de
  $ make distclean; autoconf; ./configure --with-lang=de
  $ make test_xml

that shouldn't make much of a difference
though as long as i'm still tackling XML
validation errors, right?
