Can we end with manual notes?
Nobody seems interested in moderating the notes, so I think we should kill them once and forever! (bugs should be reported to the bugtracker..)

I would prefer we change it instead of removing outright. The user notes is what made the PHP Manual famous initially, and it's still talked about today. In the past people contributed plenty of ideas for a note overhaul but without any code (me included!) so I wonder, maybe you're onto something here.

Some options:
 A) We leave as is, and remain hopeful that people moderate them
 B) We change "add->live->moderate" to "add->moderate->live"
 C) We totally overhaul them

I agree it's a problem and wonder how wise (A) is, we almost implemented (B) once and I forget why we didn't (I think because we are Open and Trusting), and (C) would of course be nice but...

Regardless, we must ask ourselves "What is the purpose of user notes?" because there is no definite answer today. Initially they were all meant to be deleted (after implemented into the manual) but now they've become a code and informational resource. It's common to tell people "be sure to check the user notes" so they are valuable. What does everyone think?
