[PHP-DOC] problem building phpdoc on windows

hello everyone
Sorry but again I encountered a new error on windows building phpdoc with
php 5.2.7-dev june 20 2008.
I had no problem building it Friday.

Now when I try to build it my php exits with "unhandled win32 exception in
php.exe" on line 516

"$didLoad = $dom->load(realpath("{$ac['srcdir']}/manual.xml"),
$LIBXML_OPTS);"

Does it need special security permission?
