We have several translations that either don't exist or are outdated.
I would say the biggest need is Spanish especially considering how
much of the world speaks Spanish, yet that translation is essentially
dead... but of course there are others too. See this graph:

As you likely gathered, the PHP Manual is quite large so I wonder how
much text are you offering to translate? And are your translators
familiar with CVS and DocBook? Let's move this thread to phpdoc@lists.php.net
